Διεξάγεται αυτές τις μέρες (19 και 20 Σεπτεμβρίου 2022) το 26ο Ετήσιο Συνέδριο του Δικτύου Ευρωπαίων Επιτρόπων για το Παιδί (ENOC) στο Rekjiavik της Ισλανδίας, στο οποίο συμμετέχουν, εκ μέρους της Επιτρόπου, η Επικεφαλής του Γραφείου της και ένας Λειτουργός.

Οι Επίτροποι για το Παιδί φέτος συζητούν για τη διασφάλιση των Δικαιωματων του Παιδιού εν μέσω Κλιματικής Κρίσης- ειδικότερα σήμερα συζητούν για την ετοιμασία του Γενικού Σχολίου αρ.26 της Επιτροπής των Ηνωμένων Εθνών για τα Δικαιώματα του Παιδιού, που πραγματεύεται το πως η Σύμβαση των ΗΕ για τα Δικαιώματα του Παιδιού καθοδηγεί τα κράτη να αντιμετωπίσουν τις προκλήσεις που προκαλεί η κλιματική αλλαγή στη ζωή των παιδιών.

Ιδιαίτερη έμφαση δόθηκε στην ανάγκη για συμμετοχή και ενεργό εμπλοκή των παιδιών στην προετοιμασία του Γενικού Σχολίου, αλλά και γενικότερα στη διαδικασία λήψης αποφάσεων σε θέματα που αφορούν την κλιματική αλλαγή. Επί τούτου, συμμετείχε και η Ομάδα Εφήβων Συμβούλων του Επιτρόπου της Ισλανδίας στο συνέδριο, η οποία παρουσίασε τη Στρατηγική που έχει η χώρα τους για τη διαχείριση της κλιματικής αλλαγής.

Κατά τη δεύτερη μέρα του Ετήσιου Συνεδρίου των Ευρωπαίων Επιτρόπων το βήμα πήρανκατά κύριο λόγο,τα παιδιά: εκπρόσωποι των Ομάδων Εφήβων Συμβούλων των Επιτρόπων που απαρτίζουν την ομάδα ΕΝΥΑ (European Network of Young Advisors) αναφέρθηκαν στην ανάγκη συμπερίληψης της περιβαλλοντικής εκπαίδευσης στο σχολείο και παρουσίασαν προγράμματα που εφαρμόζονται σε οικολογικά σχολεία. Περαιτέρω, παρουσίασαν τις εισηγήσεις τους όσον αφορά στο τι μπορούν τα ίδια τα παιδιά να κάνουν: π.χ. μείωση της τάσης καταναλωτισμού μας, γιατί η παραγωγή προϊόντων καταναλώνει ενέργεια- να περιοριζόμαστε σε αυτά που πραγματικά χρειαζόμαστε.

Προχώρησαν δε στη διαπίστωση ότι, ενώ υπάρχουν διάφοροι ΜΚΟ που παλεύουν για το περιβάλλον, το σχολείο εντούτοις δεν έχει ακόμα υιοθετήσει δυνατές πολιτικές για την κλιματική αλλαγή. Για να επιτευχθεί αυτό, η ομάδα ΕΝΥΑ τόνισε την ανάγκη της στήριξης από τους ανεξάρτητους θεσμούς ανθρωπίνων δικαιωμάτων αλλά και τα ίδια τα παιδιά να λειτουργούν ως πρεσβευτές δικαιωμάτων.

Τα παιδιά ευχαρίστησαν όλους τους Επιτρόπους που σε κάθε χώρα αγωνίζονται για τη διασφάλιση των δικαιωμάτων τους.

Σημαντική επίσης ήταν και η παρουσίαση της Στρατηγικής του ΣτΕ για τα Δικαιώματα του Παιδιού, στην οποία συμπεριλαμβάνεται και αναφορά στην κλιματική κρίση.



ENOC holds its 26th Annual Conference and General Assembly meeting in Reykjavik, Iceland, on 19th -21st of September 2022. The Conference is hosted by the Ombudsman for Children in Iceland represented by Salvör Nordal who, on the same occasion, will take over the Chairmanship of ENOC for the coming year.

The ENOC Annual Conference will be the concluding event on the annual theme "Children's rights & Climate Justice".

ENOC members, academics, experts, representatives of local authorities, international and European governmental and non-governmental organisations, will be in attendance to share knowledge, experience, promising or bad practices on the Conference theme and discuss ways for improvement and common solutions. Young people participating in the ENYA project will also play an active role throughout the event. They will be hosting sessions related to different aspects of the Conference theme and will also present in an interactive and inclusive way their recommendations on Climate Justice as part of ENYA 2022 activities.

ENOC Forum Report and Recommendations

ENYA "Let's Talk Young, Let's Talk About Climate Justice" project aims to provide a forum for the participation of Young People thus giving them a voice on the issue of Climate Justice & Children’s Rights. The Project’s values and goals are to promote child participation and to ensure the right to be heard (Article 12, UNCRC).

Coordination:
ENYA 2022 project was coordinated by Zuria Arzua, advisor at the Ombudsman’s office of Basque country (Ararteko), Spain, supported by the ENOC Secretariat and a member of the Bureau.
Participants:
Young People from Andalusia/Spain, Albania, Basque Country/Spain, Belgium Flanders, Catalonia/Spain, Croatia, Estonia, France, Greece, Italy, Jersey, Malta, Northern Ireland/UK, Poland, Scotland/UK, Slovakia and Wales/UK.
Activities:
Between February and June 2022, young advisors took part in several activities with experts and coordinators in their home countries. The activities revolved around various sub-topics related to Climate Justice and culminated with Young People drafting recommendations on the main area.
After learning and working on the topic of Climate Justice at the national level, they all met at an annual youth meeting – the ENYA Forum - held in Bilbao, Basque Country from the 28-30th of June 2022.
The Forum represented an opportunity for Young People from each participating country to meet, connect, and share their ideas and experience. The objective of the Forum was mainly twofold:

1. to facilitate the sharing of recommendations that Young People drafted in their home countries with the aim to realise common ENYA recommendations on the issue of Climate Justice;
2. to offer the opportunity to build a strong sense of belonging to the ENYA project and goals.

The results of the ENYA Forum were presented at the 26th ENOC Annual Conference held in Iceland, in September 2022, where young people actively participated and shared their experience and views. Moreover, ENYA recommendations informed ENOC 2022 Policy Statement on Climate Justice and Children’s Rights.
